Since his earliest days in government through his time as a representative and chairman of the House Oversight and Reform Committee, he proved his abilities as a politician who could operate at the highest levels of democracy, serving the people of Baltimore and illustrating the importance of working with—and for—the underdog. Yet in his final years of life, Cummings recognized that democracy was the underdog.
